Correction to last comment by me. The dockers were called the Hungry Twelve, i only remembered afterwards.
This was Nattras wharf, potatoes wre unloaded here. During the depression, docker’s would unload the potatoes with a chain ring which had several slings with a steel ring. When nobody was looking, they would badly sling a bag of potatoes, then when they were being lifted from the ship to the warehouse, the crane driver would jerk his jib,and another sack would go into the river. When it was dark and the tide was out, they would then use a grapling hook and fish their potatoes out of the river. The Dockers were known as the Hungry seven. Several of them lived in Hodgsons Yard, the Flee Market is there now.
