I happened across some sites that list historical band contests (don’t ask), it looks like bands came from a wide area to compete. Contests were held in Stockton so this band need not be a local band. Only a much later competition (1946) was listed as taken place in Ropner Park.
As a boy from age 11 (1955) to 15 (1959) it would thrill me to listen to the brass band military music in Ropner Park. It was magnificent.

Nice big emblem on the bass drum for somebody to recognise? and there might be some writing below it, though it may just be noise in the image.
