Looking at the comments from the original post, we believe that the photo shows VE day celebrations at Malakoff Street in Stockton.
Whereabouts is Malakoff Street and why is it so named.
Malakoff Street was near the old gas works near to Stockton Station and not far from where the flats are now.
Malakoff Street was off Lucan Street next to the railway.
I don’t know for sure, but Malakoff, Alma, Inkerman, Balaclava are names of nearby streets with the common theme of all being named battles in the Crimean war. Lucan, Cardigan, Nolan are also nearby streets and are names of military figures involved in the famous Charge of the Light Brigade, also part of the Crimean war. So there is a theme.
