I believe this happened in 1898 after the steam trams had stopped running at the end of the previous year. The electric trams which began operating in July 1898 ran on a narrower gauge track. Did they lay tracks from Norton Green to Middlesbrough in a little over six months, even with that workforce?

I think this caption should read – laying and installing the tram tracks in etc, not taking them out.
