The plate J 1270 was first issued in December 1903 and continued in use until Novemeber 1922. assuming it to have been used on the same vehicle (and the solid tyres and wooden spoked wheels could well be 1903 era), the old chassis would be well worn by then and presumably scrapped at that point.
This 28 seat charabanc has a clear registration plate – J 1270. The registration system was introduced in 1904 with a letter followed by 4 numbers. The letter indicates where the vehicle was registered, and “J” indicates Durham, no surprise there then. I suggest a date of 1910-15 for the photo.

I don”t think I will be the first to say that the photo is taken outside the Town Hall in Stockton on Tees. It is quiet clearly behind the charabanc.
