  1. This was one of the actions taken by Stockton Council to defend the town against the anticipated invasion by French forces. Legislation had been passed in July 1803 to establish a “General Defence Army”. Those residents who were too unfit to join the local militia were encouraged to become Special Constables, as in the above announcement.
