I wonder what was the protocol regarding hats in those days?
All of the balcony party are hatless, and here and there you can spot men in the crowd who are in the process of removing their hats. Maybe the bugler on the balcony had started to play the national anthem? Any other suggestions?

We have a very similar picture already on the site (see https://picturestocktonarchive.wordpress.com/2004/11/09/photos-from-the-past-21/ ) although they are some subtle differences – it was obviously taken at the same time, see if you can spot the differences ….
